LA Opera Keeps Details of Placido Domingo Inquiry to Itself
The Los Angeles Opera declined Friday to release any details of its promised investigation into allegations of sexual harassment against opera legend Placido Domingo, the company’s longtime general director, including whether it has begun. Also Friday, the union that represents opera singers said it plans a meeting in Los Angeles next week to address its members’ concerns ahead of the LA company’s season opener Sept. 14. Len Egert, the executive director of the American Guild of Musical Artists, told The Associated Press that the union has been receiving its own reports from members since an AP story earlier this week detailing accusations against the 78-year-old singing star. Customs Computer Outage Delays Travelers at US Airports
Thousands of travelers entering the United States experienced delays Friday because of a technology outage affecting Customs and Border Protection’s (CBP) processing systems. Reuters reported that in a tweet at 6:37 p.m. EDT, CBP said that the affected systems were “coming back online” and that travelers were being processed. The agency said there was “no indication” that the disruption was “malicious in nature.” Earlier, John F. Kennedy International Airport in New York said via Twitter that CPB agents were manually processing travelers. Travelers posted images and video on social media showing long lines at airports. The outage affected only inbound U.S. international flights, not departures. The delays affected both foreign visitors to the United States as well as U.S. citizens arriving from abroad. But the Federal Aviation Administration, Reuters reported, said the outage caused no changes in flights. On an average day, CBP processes around 358,000 air passengers and crew. This was not the CPB system’s first outage. It was out of service for four hours on Jan. 2, 2017, Reuters said. A Homeland Security inspector general’s office report issued in November of that year found “inadequate CBP software capacity testing, leaving the potential for recurrence of processing errors.” …

North Korea launched at least two short-range ballistic missiles on Friday, South Korea’s military said, its sixth roundof weapons launches since late July, complicating efforts to restart talks between the United States and North Korea over Pyongyang’s weapons programs. WASHINGTON — Dozens of families separated at the border as part of the Trump administration’s zero tolerance policy are preparing to sue the federal government, including several who say their young children were sexually, physically or emotionally abused in federally funded foster care. A review of 38 legal claims obtained by The Associated Press — some of which have never been made public — shows taxpayers could be on the hook for more than $200 million in damages. More than 3,000 migrant children were taken from their parents at the border in recent years and many more lawsuits are expected, potentially totaling in the billions. In Sudan, women are well-represented in the workforce. They are not lacking in any public spaces. And over the past few months, they have made up half, if not more, of the protest crowds making demands of their new transitional government. Women were an integral part of protests that led to the ouster of longtime president Omar al-Bashir, as well as in demonstrations after his fall. However, many female leaders now say they feel they have been locked out of political agreements and do not expect to be named to any positions in the Regional Council. Many feminists have been pushing to negotiate a 50% quota for women in government. Others have argued that 40% would be a more reasonable demand, as the current rate is 30%. US Says Taiwan Defense Spending To Rise with China Threat
America’s top representative in Taiwan said Thursday that Washington expects the island to continue increasing its defense spending as Chinese security threats to the U.S. ally continue to grow. W. Brent Christensen said the U.S. had “not only observed Taiwan’s enthusiasm to pursue necessary platforms to ensure its self-defense, but also its evolving tenacity to develop its own indigenous defense industry.” That was a nod to President Tsai Ing-wen’s drive to develop domestic training jets, submarines and other weapons technology, supplementing arms bought from the U.S. “These investments by Taiwan are commendable, as is Taiwan’s ongoing commitment to increase the defense budget annually to ensure that Taiwan’s spending is sufficient to provide for its own self-defense needs,” Christensen said in a speech. “And we anticipate that these figures will continue to grow commensurate with the threats Taiwan faces.” Christensen is the director of the American Institute in Taiwan, which has served as the de facto U.S. Embassy in Taiwan since formal diplomatic relations were cut in 1979. Syrian Troops Advance in Northwest Amid Intense Bombardment
Syrian forces gained more ground from insurgents in the country’s northwest on Thursday, edging closer to a major rebel-held town a day after militants shot down a government warplane in the area. The government offensive, which intensified last week, has displaced nearly 100,000 people over the past four days, according to the Syrian Response Coordination Group, a relief group active in northwestern Syria. Syrian troops have been on the offensive in Idlib and its surroundings, the last major rebel stronghold in Syria, since April 30. The region is home to some 3 million people, many of them displaced in other battles around the war-torn country. The fighting over the past days has been concentrated on two fronts as government forces march toward the town of Khan Sheikhoun from the east and west. The latest offensive also aims to besiege rebel-held towns and villages in northern parts of Hama province, according to opposition activists. The town of Khan Sheikhoun is a stronghold of al-Qaida-linked Hayat Tahrir al-Sham, the most powerful group in the rebel-held areas. Міністерство регіонального розвитку, будівництва та ЖКГ України пропонує реконструювати «хрущовки» за згоди щонайменше 75 відсотсотків власників квартир та іншого нерухомого майна в межах кварталу або мікрорайону. Відповідні зміни передбачає розроблений міністерством законопроєкт. «Сьогодні у діючому законі 2006 року щодо реконструкції застарілого житла прописана обов’язкова згода 100% мешканців будинку. Тобто, відмова навіть одного жителя, який прописаний у квартирі такого будинку, виключає можливість проведення реконструкції. Навіть якщо вся решта жителів повністю підтримує це рішення. Це не зовсім правильно», – розповів заступник міністра Лев Парцхаладзе. За його словами, коефіцієнт відшкодування за старе житло становить 1,5. «Тобто при переїзді в новий будинок вам повинні дати квартиру на 50% більше. Це стало основною причиною того, що реновація застарілого житла в Україні так і не змогла розпочатися на практиці», – вважає посадовець. Розроблений міністерством законопроєкт передбачає можливість здійснення реконструкції застарілого житла різної поверховості, а не лише до п’ятьох поверхів. Italian Court Suspends Salvini’s Ban on Migrant Rescue Ship
An Italian court has upheld an appeal by the Spanish rescue ship Open Arms, suspending the Italian Interior Ministry’s decision to ban the ship from entering Italian waters. The rescue ship with 147 migrants onboard has been stuck in the Mediterranean for nearly two weeks due to the ban imposed by Italy’s hardline Interior Minister Matteo Salvini, whose anti-immigration policies have put Rome on a collision course with its European Union partners. The Italian court ruled that the ban violates international laws in light of the “exceptionally grave and urgent situation due to the protracted stay of the migrants on our boat,” Open Arms said in a statement Wednesday. The group said its ship is now heading toward Italian waters and expects to reach them Thursday morning. Additionally, it has made new requests to both Italy and Malta for a port that will let them disembark the migrants on medical grounds. Facebook Paid Contractors to Transcribe Users’ Audio Clips
Facebook has paid contractors to transcribe audio clips from users of its Messenger service, raising privacy concerns for a company with a history of privacy lapses. The practice was, until recently, common in the tech industry. Companies say the practice helps improve their services. But users aren’t typically aware that humans and not just computers are reviewing audio. Transcriptions done by humans raise bigger concerns because of the potential of rogue employees or contractors leaking details. The practice at Google emerged after some of its Dutch language audio snippets were leaked. More than 1,000 recordings were obtained by Belgian broadcaster VRT NWS, which noted that some contained sensitive personal conversations — as well as information that identified the person speaking. People react differently when they know other humans have heard them rather than machines because it’s a different type of connection, said Jamie Winterton, director of strategy at Arizona State University’s Global Security Initiative. “We feel we have some control over machines,” she said. “You have no control over humans that way. There’s no way once a human knows something to drag that piece of data to the recycling bin.” Facebook said audio snippets reviewed by contractors were masked so as not to reveal anyone’s identity.
