The U.S. Federal Aviation Administration has identified a new risk that Boeing Co must address on its 737 Max before the grounded jet can return to service, the agency said Wednesday. The risk was discovered during a simulator test last week and it is not yet clear if the issue can be addressed with a software upgrade or will require a more complex hardware fix, sources with knowledge of the matter told Reuters. The FAA did not elaborate on the latest setback for Boeing, which has been working to get its best-selling airplane back in the air following a worldwide grounding in March in the wake of two deadly crashes within five months. The new issue means Boeing will not conduct a certification test flight until July 8 in a best-case scenario, the sources said, but one source cautioned it could face further delays beyond that. The FAA will spend at least two weeks reviewing the results before deciding whether to return the plane to service, the people said. Last month, FAA representatives told members of the aviation industry that approval of the 737 Max jets could happen as early as late June. The world’s largest planemaker has been working on the upgrade for a stall-prevention system known as MCAS since a Lion Air crash in Indonesia in October, when pilots were believed to have lost a tug of war with software that repeatedly pushed the nose down. A second deadly crash in March in Ethiopia also involved MCAS. The …
US Senate Approves Funds to Address Border Crisis
The U.S. Senate on Wednesday approved bipartisan legislation to address the humanitarian crisis along the U.S.-Mexico border with more than $4 billion in supplemental funds and new requirements for the care of detained migrants, especially children. The 84-8 vote came amid renewed scrutiny of the Trump administration’s treatment of minors in its custody and amid widespread revulsion over the deaths of a father and daughter from El Salvador who perished trying to cross the Rio Grande River into the United States. “There is no longer any question that the situation along our southern border is a full-blown humanitarian and security crisis,” Republican Sen. Richard Shelby of Alabama said, adding that there was “no excuse” for delay in addressing the situation. “Inaction is simply not an option for those who care about alleviating the suffering of desperate children and families seeking refuge in the United States,” Vermont Democratic Sen. Patrick Leahy said. The Republican-led Senate approved the bill after voting down a House version that also boosted funds for U.S. Customs and Border Protection and other federal agencies stretched to the breaking point by border arrivals totaling more than 100,000 a month, the highest numbers recorded in more than a decade. Although broadly similar, the Senate version is less extensive in regulating the care of detained children. Unlike the House version, it provides $145 million for the Pentagon to assist in border operations. To reach President Donald Trump’s desk, the Senate bill would need to pass the House. Voters Get First Up-Close Look at 2020 Democratic Contenders
It is more than 16 months until the next U.S. presidential election in late 2020, but 20 Democratic presidential contenders are set to debate each other Wednesday and Thursday nights to give Democratic voters a first look at whom they might want to pick as the party’s nominee to try to oust Republican President Donald Trump. Ten of the Democratic candidates, including Sen. Elizabeth Warren of Massachusetts, one of the current front-runners for the party nomination; Senators Cory Booker of New Jersey and Amy Klobuchar of Minnesota; and former Congressman Beto O’Rourke of Texas, are set to spar tonight for two hours. They will appear before a live audience in Miami, with millions more watching on national television. Former Vice President Joe Biden, the leader for the nomination in national surveys, is joining other top-tier possible choices on the debate stage Thursday night, including Senators Bernie Sanders of Vermont and Kamala Harris of California; Mayor Pete Buttigieg of the Midwestern city of South Bend, Indiana; along with six others. The unwieldy field of candidates, in addition to another five that did not meet the Democratic National Committee’s minimal political standards to merit a spot in the debates, all sense they might have a chance to unseat Trump after a single term in the White House. Political issues, electability Democratic voters, however, so far seem uncertain of what they are looking for in their party standard-bearer in the Nov. 3, 2020, election — someone who best represents their political views on …
Kenya’s Ice Hockey Team Determined to Qualify for 2022 Winter Olympics
Kenya’s only ice hockey team is still trying to earn a bid for the 2022 winter Olympics, being held in Beijing. In a two-day friendly event held in Nairobi last weekend, the team qualified for the finals but fell to team USA in a nail biter. In eastern Africa’s only ice rink – Kenya’s only ice hockey team, the Ice Lions, took on their first opponents in a home tournament. Team member Hassan Ali Shah says the Ice Lions got off to a great start even though the matches didn’t count. “It’s a great feeling, especially for Team Kenya, since this is our first game we are hosting here in Kenya,” Shah said. The team has come of age since the beginning of last year when it was created. Eric Landberg, who represented the European diplomats’ team has this assessment of its growth. “It’s a young team but it’s already playing an excellent game and I must say that I have been very impressed by the development lately. I had a chance to play them before and I think they are developing all the time and they are already now a very good team, I like their team spirit it’s really good,” Landberg said. There is no ice hockey league in the country so Team Kenya plays challengers made up of Western diplomats. It is these friendly tournaments with foreign teams the Ice Lions use to prepare for the 2022 Winter Olympics, which they hope to qualify for. Kenya sees …
Death of Father, Daughter at US Border Bring Attention to Migrant Frustration
A father and daughter from El Salvador were found dead Monday after they tried to cross the Rio Grande River from Mexico into the United States. A photo of their bodies published first by the Mexican newspaper La Jornada, has become widely circulated by news organizations and on social media, boosting attention on the circumstances of migrants who face long wait times for adjudication of asylum cases at the border. It also sparked debate about whether it is appropriate to share such sensitive images. According to reports from La Jornada and the Associated Press, Oscar Alberto Martinez Ramirez was frustrated and tired of waiting for an opportunity to request U.S. asylum and made the decision Sunday night to try to cross the river with his wife and daughter. Ramirez was able to get the 23-month-old girl to the other side of the river, but when he went back across to help his wife, the girl went into the water. He tried to save her but both were swept away by the river’s strong currents. El Salvador’s Foreign Minister Alexandra Hill said the government was working to help the family, and she cautioned other migrants to not risk their lives as they travel. U.S. authorities reported 283 migrant deaths last year. U.S. Border Patrol said Tuesday its agents had rescued a father and small child from Honduras who were struggling in the same river farther to the west. Guatemala’s government also confirmed Tuesday that a mother and three children found dead …
Brazil President Backtracks on Looser Gun Restrictions as Lawmakers Resist
Brazilian President Jair Bolsonaro on Tuesday reversed a move to loosen gun control laws by presidential decree, in a strategic retreat after lawmakers pushed back on one of the far-right leader’s key campaign promises. In May, Bolsonaro signed decrees easing restrictions on importing and carrying guns and buying ammunition, which needed congressional approval to become permanent law. After the Senate rejected a decree last week, Bolsonaro decided on Tuesday to revoke it and reconsider his strategy. The former army captain vowed last year to crack down on crime and ease access to guns, rolling back decades of arms control efforts as many Brazilians clamored for a dramatic response to rising violent crime. Bolsonaro’s reversal on Tuesday, published in a late edition of the government’s official gazette, contradicted comments made just hours earlier by his spokesman Otávio Rêgo Barros that the president would not revoke the guns decree. Bolsonaro also sent a new bill to Congress on Tuesday that aims to loosen restrictions on the possession of arms in rural areas, Senate President Davi Alcolumbre wrote on his Twitter account. …
US Sanctions Put Telecoms Firms Off Cuba, Internet Task Force Says
U.S. sanctions on Cuba are deterring American firms from exploring its telecommunications sector even as Washington seeks to expand internet access on the Communist-run island, according to the final report of a U.S. government task force released on Tuesday. Chinese companies dominate Cuba’s telecoms sector, a status quo “worth challenging given concerns that the Cuban government potentially obtains its censorship equipment from Chinese Internet infrastructure providers,” the report said. Cuba’s government protested the U.S. State Department’s creation of a Cuba Internet Task Force last year as “foreign interference.” It remains unclear how open it would be to U.S. investment in the strategic telecoms sector. “U.S. companies informed the subcommittees they are often deterred from entering the market due to uncertainty caused by frequent changes to U.S. regulations concerning Cuba,” according to the task force, convened last year by the State Department. U.S. presidents have successively tightened and loosened the decades-old U.S. trade embargo on Cuba imposed in the years after its 1959 revolution. Former President Barack Obama created a loophole for U.S. telecommunications companies to provide certain services to Cuba. His successor, Donald Trump, maintained the loophole but tightened the broader sanctions, worsening the overall business climate. Banks are increasingly reluctant to process payments originating in Cuba. Some telecoms firms surveyed by the task force said that was putting them off offering key services and products in the country. The task force advised the U.S. government to clear up the regulatory uncertainty and seek feedback on how to improve telecoms …
Denmark Becomes Third Nordic Country to Form Leftist Government This Year
Denmark on Wednesday became the third Nordic country this year to form a leftist government after Social Democratic leader Mette Frederiksen finalized terms for a one-party minority government, making her the country’s youngest-ever prime minister. While the new left-leaning government is unlikely to fundamentally change Denmark’s economic policy, Frederiksen, 41, has promised to increase welfare spending after years of austerity. A bloc of five left-leaning opposition parties led by Frederiksen’s Social Democratic Party won a majority in a June 5 election, prompting center-right leader Lars Lokke Rasmussen to resign as prime minister. “It is with great pleasure I can announce that after three weeks of negotiations, we have a majority to form a new government,” she said. Ageing populations have prompted Nordic governments to chip away at the cradle-to-grave welfare state, but the June 5 election showed clear support among Danish voters for leftist parties. It also dealt a blow to right-wing nationalists, who lost more than half of their votes compared with 2015. While the leftist opposition bloc received a convincing majority, support for the Social Democratic Party declined slightly compared with the 2015 vote. But it remained the country’s biggest party. Despite differences among left-leaning parties over issues such as welfare and immigration, Frederiksen got their backing to form a one-party minority government, a common arrangement inDenmark. Frederiksen’s Social Democrats will have to rely on the Socialist People’s Party, the Red-Green Alliance and the Social-Liberal Party – formerly headed by European Competition Commissioner Margrethe Vestager – to pass …

Trump to Hold at Least 8 Bilateral Side Meetings at G-20
Just a month after a state visit to Japan, U.S. President Donald Trump this week heads to the East Asian country again. In Osaka, Trump will attend the Group of 20 leaders’ summit, during which he is scheduled to meet one-on-one on the sidelines with such fellow world leaders as Chinese President Xi Jinping and Russian President Vladimir Putin. “The president is quite comfortable his position going into the meeting” with Xi following the breakdown of U.S.-China trade talks and increased tariffs on Beijing by Washington, a senior administration official told reporters on Monday. U.S. officials say there is no fixed agenda for Trump’s meeting with Putin although they acknowledge issues involving Iran, Ukraine, the Middle East and Venezuela are almost certain to be discussed. US-Iran Casting a pall over the G-20 discussions will be nervousness about the deteriorating situation between Washington and Tehran. Leaders in both capitals have been reiterating they want to avoid war but have also repeatedly stated they will not hesitate to defend their interests if provoked. Trump is to reiterate to his fellow leaders at the G-20 that the United States intends to continue to increase economic pressure on Iran, which finds itself under escalating U.S. sanctions, and eliminate all of the country’s petroleum exports. Japan’s Chief Cabinet Secretary Yoshihide Suga (C) inspects the G-20 leaders summit meeting venue, INTEX Osaka, in Osaka, Japan, June 22, 2019. “I don’t think Iran is a distraction,” according to James Jay Carafano, vice president …
US Convenes Economic Peace Conference in Bahrain
The United States is convening an economic workshop in the Persian Gulf state of Bahrain Tuesday aimed at jumpstarting the peace process between Israel and the Palestinians. America’s Middle East allies are attending but the key players are not there. The “Peace to Prosperity” conference was initiated by U.S. President Donald Trump’s son-in-law and Mideast envoy, Jared Kushner. The aim is to revive the peace process with economic incentives, while putting aside the thorny political issues until later. The plan offers $27 billion in aid to the Palestinians, most of which would be financed by wealthy Arab states led by Saudi Arabia. Some $23 billion would be earmarked for poorer Arab states bordering Israel, namely, Lebanon, Jordan and Egypt. The Palestinian Authority is boycotting the workshop, declaring that the plan is a whitewash and dead on arrival. “I have not seen in the document any reference to [Jewish] settlements,” said Prime Minister Mohammad Shtayyeh. “We have not seen in the document any reference to ending [the Israeli] occupation. This workshop is simply a political laundry for settlements and a legitimization of occupation.” Israel is not attending the conference either, because of Arab opposition to normalizing relations before the Palestinian problem is resolved. But Prime Minister Benjamin Netanyahu is prepared to give the peace plan a chance. “We’ll hear the American proposition, hear it fairly and with openness; and I cannot understand how the Palestinians, before they even heard the plan, reject it outright. That’s not the way to proceed,” …
China Hopes Trump-Xi Meeting Will Help Ease Escalating Trade War
China hopes an upcoming meeting between U.S. President Donald Trump and Chinese President Xi Jinping will help build trust and deescalate the trade war between the world’s two largest economies. The two leaders are scheduled to meet later this week at the Group of 20 summit in Osaka, Japan, their first face-to-face meeting since trade talks broke off in May. Chinese Foreign Ministry spokesman Geng Shuang told reporters Tuesday in Beijing the meeting will hopefully “promote mutual trust” and “resolve some of the outstanding issues we are facing now.” During a phone call Monday between Chinese Vice Premier Liu He and U.S. Trade Representative Robert Lighthizer, they exchanged opinions on trade and and agreed to maintain communications, China’s Commerce ministry said. China’s state-owned Xinhua News Agency said the phone call was requested by U.S. officials. A senior U.S. official said Monday the meeting will provide Trump the chance to get China’s position on the escalating trade war. The official added that Trump would be “comfortable with any outcome” of the meeting. Trump has said he is prepared to impose tariffs on $300 billion in Chinese imports. The move would extend tariffs to everything China transports to the U.S., since Trump had previously imposed 25 percent tariffs on $250 billion in Chinese imports. China has retaliated with tariffs on U.S. goods. Eleven rounds of previous talks have failed to ease U.S. concerns over China’s massive trade surplus and China’s acquisition of U.S. technology. …
Midwifery Students Use Augmented Technology to Improve Clinical Skills
Midwifery students in London are learning to bring new life into the world in a radically new way with the help of augmented reality (AR) technology. Using AR headsets and lifelike models of full-term mothers, trainee midwives at Middlesex University can take part in fully simulated births, which the university’s clinical staff hope will both hone their clinical skills and leave them better prepared to face challenges rarely seen in day-to-day practice. AR technology offers users an interactive experience in which objects in the real world are enhanced by computer-generated information. Midwifery educator Sarah Chitongo said the AR system allowed students to understand better the birthing process by displaying an interactive representation of a patient’s anatomy. “It allows you to see a visual picture of the actual anatomy itself, which is raised out of the normal body, and you can step in, walk around and have an internal view,” Chitongo told Reuters. Chitongo cited high-risk problems such as shoulder dystocia – when a baby’s shoulders get stuck in the mother’s body – and breech births – when a baby is born bottom first – as particular rarities for midwives where AR could help prepare students to cope better and ultimately to save lives. Chitongo believes that younger trainees will embrace the technology positively as they are of a generation that has largely grown up with computers and interactive environments. However, her overarching aim is for midwives to become better prepared to reduce mortality rates, which are disproportionately high among ethnic …
Britain Sharpens Tone Towards Iran
Britain appears to be moving closer to U.S. President Donald Trump’s position on Iran and hardening its attitude towards Tehran — the result, diplomats say, partly of talks during the American leader’s recent visit to London, but also because of aggressive Iranian actions. U.S. officials say they’ve been cheered by the stiffening of Britain’s public rhetoric in support of Trump in the precarious standoff with Tehran. They contrast that with British criticism of Trump’s decision last year to pull out of a 2015 deal, co-signed by his predecessor Barack Obama, in which Tehran agreed to curb its nuclear program in return for sanctions relief. President Trump withdrew the U.S. from the agreement, citing concerns that Tehran had done nothing to curb expansionist behavior in the region and was still determined to eventually build nuclear weapons. British officials had also bristled at Trump’s reimposition of sanctions on Iran and had been searching with other European powers ways to circumvent the U.S. sanctions so they wouldn’t impact European businesses. Britain is still calling for a “de-escalation” in the Persian Gulf, but has been more forthright than France or Germany in condemning Iran for aggression in the Strait of Hormuz, including mining tankers and downing a U.S. drone — as well as for Tehran’s threats to step up nuclear activities and to breach the cap on uranium stockpile limits set by the 2015 accord. Britain’s foreign secretary, Jeremy Hunt, said Monday he was worried an accidental war could be triggered, adding, “we are …
Trump Says He Sent North Korean Leader ‘Very Friendly Letter’
U.S. President Donald Trump says the letter he sent North Korean leader Kim Jong Un was a “very friendly” response to a letter he received from Kim earlier this month wishing him a happy birthday. Trump told reporters at the White House Monday that Kim “actually sent me birthday wishes and it was a friendly letter.” Trump turned 73 on June 14. The comments come a day after North Korean state media quoted Kim as saying he had received a letter of “excellent content” from Trump. White House press secretary Sarah Sanders said in a statement overnight that “correspondence between the two leaders has been ongoing.” The exchange of letters comes as talks between the United States and North Korea remain stalled over North Korea’s nuclear program. The two countries ended their second summit in February without an agreement on what the North would be willing to give up in exchange for sanctions relief. Despite the stalemate, Trump has continued to maintain that he has a good relationship with Kim. Trump leaves on Wednesday for a trip to Asia that will include a stop in South Korea. …
New US Sanctions Target Iran’s Supreme Leader
U.S. President Donald Trump imposed what he described as “hard-hitting” new financial sanctions on Iran on Monday, specifically targeting the country’s supreme leader, Ayatollah Ali Khamenei. Trump signed an executive order he said would curb access that Khamenei and the country have to world financial markets. Treasury Secretary Steven Mnuchin said the action would “literally” lock up “tens and tens of billions of dollars” of Iranian assets. The U.S. leader called his order a “strong and proportionate” American response to Tehran’s shoot-down last week of an unmanned U.S. drone, which Washington says occurred in international airspace near the Strait of Hormuz and Iran claims occurred over its airspace. Drone incident Trump at the last minute last Thursday rejected a military response to the downing of the drone upon learning that about 150 Iranians would be killed in a U.S. attack. In announcing the new sanctions, he said “I think a lot of restraint has been shown by us, but that doesn’t mean we’re going to show it in the future. But we’ll give it a chance.” Trump said he imposed the sanctions because of a series of “belligerent acts” carried out by Iran, which U.S. officials say include Iran’s targeting of Norwegian and Japanese ships traversing the Strait of Hormuz with mine explosions days before the attack on the drone. The executive order is aimed at pushing Tehran back to one-on-one talks with the U.S. over its nuclear weapons program after Trump last year withdrew from the 2015 international pact …
Liberal US Lawmakers Push Bill to Cancel Student Debt
Days before the first Democratic presidential debates, Sen. Bernie Sanders and House progressives came out with legislation to cancel all student debt, going farther than a signature proposal by Sen. Elizabeth Warren as the two jockey for support from the party’s liberal base . By canceling all student loans, Sanders says the proposal would address an economic burden for 45 million Americans. The key difference is that Warren’s plan considers the income of the borrowers, canceling $50,000 in debt for those earning less than $100,000 per year and affecting an estimated 42 million people in the U.S. Questions face both candidates about how to pay for all of that plus their proposals for free tuition at public colleges and universities. But the battling ideas highlight the rivalry between senators who have made fighting economic inequality the cornerstones of their 2020 presidential campaigns. Sanders vowed at a Monday news conference that his plan “completely eliminates student debt in this country and the absurdity of sentencing an entire generation, the millennial generation, to a lifetime of debt for the crime of doing the right thing. And that is going out and getting a higher education.” He appeared alongside the proposal’s House sponsors, Reps. Ilhan Omar, D-Minn., and Pramila Jayapal, D-Wash., with American Federation of Teachers President Randi Weingarten also in attendance. His bill and Warren’s plan are part of their broader appeal to liberal voters on issues such as health care, technology and education. That appeal is likely to be fleshed out …
India Grapples with Encephalitis Epidemic in One of Its Poorest Regions
At least 152 children have died in an encephalitis outbreak during the month of June in India’s eastern state of Bihar, according to local health authorities. Following a petition, India’s supreme court ordered an investigation into the epidemic. Acute encephalitis syndrome, sometimes referred to as ‘brain fever’, has claimed lives in 20 of Bihar’s 38 districts. In particular, the disease has gripped the Muzaffarpur district of Bihar, reaching epidemic proportions in a region already stricken with poverty and poor child health. In 2014, an outbreak of encephalitis killed 350 children in Muzaffarpur. A petition filed to India’s supreme court sought to end the current epidemic, accusing local and regional governments of being negligent in their response. “[Encephalitis] is completely curable and lives of young children are being lost due to the inaction of state machinery,” the petition read. “Most of the deaths are occurring due to lack of medical facilities in the area of outbreak,” it continued. In response to the petition, Indian supreme court justice Sanjiv Khanna said “We issue notice to the Bihar government seeking a detailed response.” State and national officials must respond within seven days on health conditions, according to India’s top court. India’s health ministry affirmed its earlier promise to open a children’s ward in the district and monitor the epidemic, as state health official face sharp criticism for what has been seen as indifference and negligent behavior. India’s health minister Harsh Varadhan insisted that the Indian government was providing “all possible support” to …
